Buying Dubai Property from Saudi Arabia: A Practical Guide for Nationals and Expats (2026)
Riyadh to Dubai is under two hours by air, and a lot of people living in the Kingdom have noticed. Whether you're a Saudi national looking for a second home by the sea, or an expat in Jeddah or Dammam who wants a foothold in a market with freehold ownership, Dubai is the obvious next door option. But here's what most guides skip: "Saudi resident" covers two very different buyers, and the rules aren't the same for both. So let's split it properly.
First, which buyer are you?
If you're a Saudi national, you're a GCC citizen, and Dubai treats GCC nationals much more like UAE nationals when it comes to owning property. Under Dubai Law No. 7 of 2006, ownership outside the designated freehold zones is reserved for UAE and GCC nationals. In practice that means you can buy in some older, non-freehold districts that are closed to other foreigners, on top of every freehold community.
If you're an expat living in Saudi Arabia, your nationality decides your rights, not your address. A Pakistani, Indian, Egyptian or British resident of Riyadh buys exactly like any other foreigner: full freehold ownership, but only inside the designated freehold areas. The good news is those areas are where most buyers want to be anyway, places like Dubai Marina, Downtown, Business Bay, JVC, Dubai South and the newer master communities.
Either way, you don't need a UAE residence visa to buy. You can complete the whole purchase while living in the Kingdom.
The currency advantage nobody talks about
Both the Saudi riyal and the UAE dirham are pegged to the US dollar. So the SAR to AED rate barely moves, sitting just under one dirham per riyal. For a Saudi-based buyer that's a real advantage. You're not gambling on exchange rates the way you would buying in London or Lahore, and your budget in riyals today is roughly your budget in dirhams at handover, three years from now. That makes off-plan payment plans much easier to plan around.
How the purchase actually works from KSA
The process is mostly the same for nationals and expats. You pick a unit, sign a reservation form or MOU, pay the deposit, and the sale is registered with the Dubai Land Department. For off-plan, your payments go into the project's escrow account and the sale is recorded through the Oqood system. For a ready property, transfer happens at a DLD trustee office, and you get your title deed.

Moving money from Saudi Arabia
Send funds through a regular bank transfer from your Saudi account, in your own name, straight to the developer's escrow account or the official payment channel listed in your documents. Keep every transfer receipt. Never pay an agent's personal account, and never use informal money transfer routes for a property purchase. Apart from the legal risk, you lose the paper trail that proves you paid, and that paper trail is what protects you if anything goes wrong.
What it costs
Plan for about 7% to 8% on top of the price. The DLD registration fee is 4%, and agency, trustee and admin charges make up the rest. After that you'll pay annual service charges, which vary a lot by building, so check the approved figure before you buy using our service charges guide. If you're buying to rent out, remember the charge comes out of your rent, so judge the net yield, not the gross.
Financing if you live in KSA
If your income is in Saudi Arabia, UAE banks will usually treat you as a non-resident borrower. Expect them to lend somewhere around 50% to 75% of the value, ask for several months of bank statements and proof of income, and sometimes set a minimum property price. Many Saudi-based buyers skip the mortgage entirely and use a developer payment plan instead, which spreads the cost across construction without a bank involved. Get any mortgage approval in writing before you commit, and don't assume a Saudi bank will lend against Dubai property.
Tax: simple, but check your own situation
Dubai doesn't tax your rental income or your profit when you sell, and there's no annual property tax. Saudi Arabia doesn't currently levy personal income tax on individuals either. Residency: a nice bonus for expats
For expats in the Kingdom, a Dubai property can come with residency options. A property worth AED 2 million or more can qualify for the UAE's 10-year Golden Visa, and smaller investment thresholds have allowed shorter property-linked visas. That's useful if you ever want a Plan B outside Saudi Arabia, or somewhere to base your family. Visa rules change, so confirm the current criteria before you buy with residency in mind. Saudi nationals, as GCC citizens, don't need this, since they can already live and work in the UAE.
My honest take
For someone earning in riyals, Dubai is one of the easiest property markets in the world to buy into. Same currency peg, short flight, strong legal protection, freehold title. The mistake I see is people buying on the "it's so close, I'll manage it myself" feeling and skipping the checks. Being near doesn't make a weak project safer. Verify the developer, pay only into escrow, check the service charges, and pick a unit that makes sense on real rental numbers, not a brochure yield.
